This asymmetry is why many insurance companies prefer to settle at the Consumer Forum stage rather than go through a full hearing.
What is the Consumer Forum?
The Consumer Disputes Redressal Commission (Consumer Forum) is set up under the Consumer Protection Act 2019. It operates at three levels:
- District Commission — claims up to ₹50 Lakhs
- State Commission — claims ₹50 Lakhs to ₹2 Crore
- National Commission — claims above ₹2 Crore

Consumer Forum vs Ombudsman — Which to Choose?
Both are useful — the right one depends on your case:

- Consumer Forum — slightly slower (3-6 months), small fee (₹200), harassment compensation, no cap on amount
